Python shell creation library

This change renders 0.3.2 incompatible with all prior versions, and client code needs to be updated accordingly.

This release addresses the issue causing a command’s target menu to be inaccessible at command runtime. Previously, the command target menu was indicated in the Command property new_menu, set at command creation time. This made it impossible to choose at command runtime what the target menu should be. This version fixes that by ceasing to honor new_menu and instead expecting a string be returned from a command indicating the target menu.
