Setup helper functions for TFL-based packages

TFL_STP provides helper functions to simplify the implementation of setup.py files based on setuptools.
TFL_STP is used by TFL and packages based on TFL.
TFL_STP is distributed under the conditions of the BSD 3-Clause License.
TFL_STP is available as a git repository. You can clone that repository with:
git clone git@github.com:Tapyr/tapyr.git
Reports of bugs in TFL_STP should be submitted to the git repository.
