Various GenericSetup handlers and CMFQuickInstaller enhancements

Introduction

• Prevents portal_quickinstaller from removing local utilities and other persistent data on reinstall
• Enhances the content/structure import handler with support for reindexing title and description, setting arbitrary AT fields, setting local roles, and performing workflow transitions
