basic number theory tools

Tools for number theory in pure Python.
Installation
First, install numlib:
pip3 install numlib --useror, for newer versions of Python,
pip install numlib --userThen, install polylib.
To upgrade to the latest version:
pip3 install -U numlib --userNotes
