Python interface to libdspam

This is a python extension module to enable python scripts to use libdspam functionality. A higher level wrapper handles a signature database and quarantine mbox in a user directory.
1.1.12 is the latest pydspam targeting the ancient dspam-2.6.5.2 version. A dspam-3.10 version (with a necessarily very different API) is in pre-Alpha. dspam-2.6.5.2 does not work correctly on 64-bit systems, so the 3.10 update for pydspam is long overdue.
