Tweaks & extensions for Hyprland

Host process for multiple Hyprland plugins, such as:

• scratchpads (aka "dropdowns")
• multi-monitor friendly behavior (placement, focus, ...)
• shortcut / togglers for hyprctl commands
• miscelaneous obscure commands for specific usages
• temporary workarounds
• anything you can imagine using Hyprland API and events!
