stpl - expand bottle SimpleTemplate

stpl is a little command line tool, that
takes a bottle SimpleTemplate file with extension .stpl and
expands the template to stdout or
to a directory, thereby dropping the .stpl
Parameters:
file or string or -
optional: directory or -
optional: python code defining variables
