state modules for f5 bigips

# bigstate python module built on top of f5-sdk for keeping F5 configurations in sync
This a a work in progress and is intended to be used with Saltstack as oppossed to the current bigip state module that has limited ability and IMHO is poorly designed for state based management system.
Though its intended for use with salt, nothing in this particular module will be salt focused and it could be used standalone or another tool.
