返回基金申购和赎回的确认日

最近群里迷上了买基金，一直在算最小的赎回日，所以写了这么个小工具。

使用

    import fundsr

    # minrday(year, month, day, hour)
    fundsr.minrday(2019, 3, 27, 15)

节假日只能从国务院公告中爬，而且也只是部分的数据，目前手动维护在属性中，后期考虑做成API
