ms8-policy-engine

Minimal wheel build for MS8 closed policy backend contract validation.

Implements:

  • create_policy_engine()
  • ClosedPolicyEngine

Both expose the required five methods expected by MS8:

  • evaluate_admission
  • rank_retrieval
  • run_self_check_specs
  • plan_self_repair
  • shadow_decide
