Deprecated transition package for vollib.

py-vollib transition package
py-vollib is deprecated. The canonical package name is now vollib.
This release intentionally contains no library code. It depends on the official
vollib package so existing dependency specifications that still name
py-vollib resolve to the maintained package.
New installs should use:
pip install vollib
Existing imports such as py_vollib.black_scholes are provided by vollib as a
compatibility namespace and emit deprecation warnings.
