A tool to handle python environments

pyEnvMgr
Tool to handle multiple python virtualenv.
It is based on Pew <https://github.com/berdario/pew>__ but aimed to:
- Be able to use either virtualenv or venv (or anything as long as the manager is provided)
- Easier to maintain
- To be usable as a library, without further subprocess call
