WinIo’s binary python package that support install from pypi

This package is license under two different style license with different part.
The package except WinIo binaries that under ‘data’ directory are license under Apache-2.0, but the WinIo binaries use it’s private license, you could reference to LICENSE-WINIO for more detail.
We only included part of WinIo binaries, the full WinIo package with help file, sources, binaries could be download from www.internals.com, or my backup fork https://github.com/starofrainnight/winio if internals’s website is down.
