Decodes MSGPack data into Python objects.

    Decodes the payload or complete events from MSGPack format.

    Parameters:

        - complete(bool)(False)
           |  When True encodes the complete event.  If False only
           |  encodes the data part.

    Queues:

        - inbox
           |  Incoming messages

        - outbox
           |  Outgoing messges
