Add a letterbox to the video and scale it to the specified size.
Note: this program does not support audio.
Usage
usage: addletterboxcv [-h] --dimension WIDTH HEIGHT
[--interpolation {NEAREST,LINEAR,AREA,CUBIC,LANCZOS4}]
[--codec CODEC]
