Tollgate

An AI control layer for agents that use MCP tools. HackYeah 2026, Goldman Sachs task "AI Control Layer". Repo: https://github.com/andrii-mazurchuk/tollgate (public, MIT).

Status (final, 2026-10-04): 14 of 16 acceptance criteria green, 2 partial (AC8 injection recall 0.837 vs 0.85 target; AC15 classifier latency borderline). Details: TOLLGATE.md › Status. 397 fast + 11 slow tests.

Judges: start here (5 minutes)

Needs Git and uv (it installs Python 3.13). Ollama is optional: --scripted-model runs a scripted hijacked model offline.

1. Install and run the self-test suite. The first tollgate test downloads the ~739 MB ONNX classifier (~5 min, once); warm runs take ~30 s. Fast path without the download: uv run pytest -q -m "not slow" (397 tests, ~60 s).

2. Seed a demo fleet and start the server (same in PowerShell and bash):

3. Create the owner account, then open the two UIs. The first visit to http://127.0.0.1:8080/console/ from the machine itself asks for the owner account (email + a 12+ character password), or run uv run tollgate admin create --email you@acme.io first. You are signed in as Admin.

  • http://127.0.0.1:8080/console : the security lead. Overview (live access map, attacks stopped) → Sessions (fingerprints only: the text stays on the laptop) → Try it (any text through the content checks, dry run) → Peers & roles (set roles, revoke a laptop) → Policy (profile switch, Edit access) → Threat feed → Self-test → Users. Export (JSONL/CSV) is in the top bar.
  • http://127.0.0.1:8080/edge : the developer's laptop, on demand: its sessions step by step (full text stays local), Events, Setup. The deny message inside the agent links to the exact step.
  • No agent installed? uv run tollgate replay github runs the Acme attack (taint off → PR leaks, on → BLOCKED with the cause named); uv run tollgate agent --scripted drives a scripted hijacked agent through both doors; scripts/demo_claude.py replays Claude Code's hook calls through the real shim.

4. Try your own prompt through the model door. The door scans every prompt before any upstream call, so an injection is blocked even with no LLM installed (uses the classifier downloaded in step 1; --scripted-model answers the allowed prompts).

Result: HTTP 400 content.blocked (inj.ignore_prev + t2.injection). Model qwen3:4b on role-1 gives 403 model.denied. The same key works for MCP: URL http://127.0.0.1:8080/mcp/role-1/ (trailing slash matters), header Authorization: Bearer <key>, e.g. uv run fastmcp list http://127.0.0.1:8080/mcp/role-1/ --auth <key>.

That is the production path: one key per agent launch on an enrolled laptop (peer IDs are printed by seed-fleet and shown in the console; connect claude-code|codex|cursor|gemini|hermes prints that agent's MCP entry and hooks, see Connect your agent). Minting is refused for a revoked laptop or a role it may not run. tollgate key issue hand-issues a key with no peer: every door refuses it unless the policy sets allow_unenrolled_keys: true (dev and tests only).

5. Change policy live. In the console Policy view (Balanced → Strict through the diff dialog, or Edit access per role × server × tool), or edit policy.yaml while the server runs: the next call follows it, no restart. Save an invalid file (e.g. append roles: [oops) and it is rejected: the old policy keeps enforcing, /healthz shows policy.last_error, and the console shows a red "Edit rejected … Still enforcing " notice. To keep the repo file clean, run on a copy (audit/ is gitignored):

Why

May 2025: an AI agent read one GitHub issue and published its owner's private code. Every step it took was allowed: read issue ✓, read private repo ✓, open public PR ✓. Nothing was hacked; the agent was obeyed. Per-tool permissions can't see this, because the danger is the sequence. Tollgate adds session taint: once a session has read untrusted content and private data, a write to a public destination is blocked, and the block names the cause.

How it works

Every role gets its own MCP server, generated from one policy.yaml, that exposes exactly the tools the role may use. Every tool call, tool result and LLM prompt is checked locally (normalisation, PII and secret validators, injection rules, a signed signature feed, an on-device classifier). The hub blocks the private → public flow after untrusted input. Every decision is logged with its reason; the hub keeps a fingerprint of the text, never the text.

  • Hub (authoritative): one virtual MCP per role; laptops enroll once, the admin sets their roles, a key is minted per agent launch and revocable; argument limits; session taint; budgets and loop cut-off; tool-description pinning; audit log.
  • Upstreams: the demo fronts in-process mocks; servers: also takes real MCP servers, remote (url: + headers:) or local (command: + args:/env:), with ${VAR} from the environment. An upstream that is down at startup is logged and shown as unreachable (/healthz, role detail); the rest keep working. See docs/connectivity.md.
  • Edge (protective): content checks; raw text stays on the laptop. Today the content pipeline runs in the hub's process; a separate edge process is future work.
  • One policy.yaml drives both, hot reloaded; an invalid edit is rejected while the old policy stays active. Profiles: strict, balanced (= policy.yaml), lenient, each commented.

Results

Held-out 30% split (sha256(id) % 100 >= 70); thresholds tuned on the other 70%.

With the classifier installed (step 1), the model door blocks the injected prompt first (t2.injection). Ollama (optional). Without --scripted-model, the model door proxies to http://127.0.0.1:11434/v1 (TOLLGATE_UPSTREAM): ollama pull qwen3:1.7b (role-1), ollama pull qwen3:4b (role-2). Without Ollama a clean, allowed prompt gets 502 upstream.error; the allow-list, budget and prompt scan still apply.

Install (use it on your machine)

A real install: a tollgate command on your PATH, its own Python, no repo checkout. No admin/root needed; re-running the installer upgrades.

The installer uses uv tool install when uv is present (it fetches Python 3.13 itself); otherwise a Python 3.13+ venv in the Tollgate home with a tollgate shim; otherwise it prints the uv installer command (--install-uv runs it). It never edits PATH or shell profiles unless you pass --modify-path; it prints the line instead. Options: --source PATH|URL, --ref TAG, --uninstall (removes the program, keeps your data and prints its path). Then it runs tollgate init.

Where things live (installed mode). The Tollgate home holds policy.yaml, policies/, signatures.yaml (yours to edit) and audit/ (events, peers, accounts, secret.key, policy history, backups, eval/perf results). It is TOLLGATE_HOME (or tollgate --home DIR) if set, else Linux $XDG_DATA_HOME/tollgate (~/.local/share/tollgate), macOS ~/Library/Application Support/Tollgate, Windows %LOCALAPPDATA%\Tollgate. Running from a source checkout (the judges' route below) keeps everything repo-relative, as before. tollgate --help prints the home in use. Uninstall: the installer with --uninstall, tollgate service uninstall --yes first if you installed the service, then delete the home if you want the data gone.

Connect your agent

One command per agent launch on an enrolled laptop (--peer from seed-fleet or the console). It mints a key, prints the agent's MCP entry (the role's tools, remote HTTP) and its hooks, plus the TOLLGATE_KEY line to set (PowerShell and bash). Add --write to merge them into the project's config in --dir (default: current folder): unrelated keys are kept, a short diff is printed, and the key is never written to a file, only referenced as TOLLGATE_KEY. --scope user targets the agent's user-level config instead (every project): ~/.claude/settings.json (hooks; the MCP entry is a printed claude mcp add --scope user … line, since ~/.claude.json is Claude Code's live state file), ~/.codex/config.toml, ~/.cursor/mcp.json + ~/.cursor/hooks.json, ~/.gemini/settings.json; it also prints how to persist TOLLGATE_KEY (setx / your shell profile), but never writes a profile. Installed: drop the uv run prefix.

What gets checked. The MCP entry exposes the role's MCP tools. The hooks see every tool call the agent makes, built-ins included (shell, file read/write, web fetch), each result (secrets and PII masked) and the user's prompt (injection blocked), against the same policy and session taint. Every agent (Claude Code included) runs tollgate hook <agent> <event> (the absolute python of the install that wrote it, so it works from any folder), which maps their hook JSON onto Claude Code's and back. It fails closed: hub unreachable, bad key or a 5xx is a deny ("Tollgate unreachable: …"). connect claude-code --fast uses Claude Code's native http hooks instead: no process start per call, but fail-open on a connection error (per its docs).

Verified with a real Claude Code session (headless, Haiku): curl → read payroll.txt → git push was denied by the hook with Tollgate's reason; the audit shows the session go clean → untrusted → untrusted + holds private → blocked. Use --host/--port for a remote hub.

Developer UX: the deny message is the interface. A blocked call comes back inside the agent with the reason, what to do, and a link to that exact step on the local edge, e.g. Tollgate: this session read text written by outsiders and holds private data, so `git push origin main` could leak it. What you can do: Start a new session (new key) for this task, without reading untrusted text. Details: http://127.0.0.1:8080/edge/#/sessions/<session>/<trace>. uv run tollgate open [edge|console] [TRACE_ID] [--port N] opens the edge/console (or that step) in the browser and prints the URL.

Company-wide enforcement (docs/connectivity.md): Claude Code managed-settings.json with allowManagedHooksOnly, allowManagedMcpServersOnly and allowedHttpHookUrls; Codex requirements.toml with managed hooks and the MCP allowlist; Cursor enterprise hooks.json.

Deployment

  • Local enforcer (every laptop): the agent's hooks and MCP entry point at localhost. Prompts, tool text and results never leave the laptop; it works offline. A solo developer needs nothing else.
  • Optional control plane (company): enrollment, roles, policy, revocation, the threat feed, and fleet audit as fingerprints only (the /console).

Same binary, two roles; the demo runs both on one machine. Next step: split into --role edge|hub with policy sync from the hub.

Console accounts. The first visit to /console/ on the server itself asks for the owner account (or run uv run tollgate admin create --email you@acme.io). Two roles: Admin changes policy, access, profiles, peers, enroll commands, the feed, self-test runs and users; Viewer sees everything and changes nothing (the API answers 403, not just a hidden button). Admins invite people from Users (a one-time link, 24 h) or with tollgate admin invite --email E --role viewer|admin; also tollgate admin list|disable. Sessions are an HttpOnly, SameSite=Strict cookie (12 h). Every write needs the session's CSRF token, a same-origin Origin and Content-Type: application/json. Policy history and the admin log record who did what ("Edited in console by ola@acme.io"). Automation uses Authorization: Bearer $TOLLGATE_ADMIN_TOKEN; there is no default token, so leaving it unset turns this path off. To serve the console under a name other than localhost, set TOLLGATE_ALLOWED_HOSTS=hub.acme.io. Until the owner account exists, loopback can read but never write.

Security

  • Per-install secrets. Role keys and the feed are HMAC-signed with a random secret created on first run (audit/secret.key, 0600), not a shared default; set TOLLGATE_KEY_SECRET / TOLLGATE_FEED_SECRET only to share one across hubs.
  • Unenrolled keys refused. Only keys minted for an enrolled, unrevoked laptop and a role it may run pass any door; tollgate key issue keys need allow_unenrolled_keys: true (dev and tests).
  • Fails closed. The hook shim denies on any error (hub down, bad key, 5xx, bad input); an oversized text is blocked unread; a restart fails waiting approvals closed; an invalid policy edit keeps the last good one.
  • Full-text scan. Long text is scanned in chunks with overlapping boundary windows (every byte through tier 1), not truncated.
  • ReDoS checks. Every signature (local file, feed, console publish) is rejected if it is too long, ReDoS-shaped, or measured slow on a probe.
  • Bash when tainted. In a session that read outsider text and holds private data, only plain read-only shell commands pass.
  • Console and edge guards. Host must be loopback or in TOLLGATE_ALLOWED_HOSTS (anti DNS rebinding); every write needs a same-origin Origin, Content-Type: application/json and, in the console, the session's CSRF token.
  • Accounts. Admin / Viewer (Viewer gets 403 on every write), scrypt passwords, rate-limited sign-in, HttpOnly SameSite=Strict cookie, every change attributed in policy history and the admin log.

Known limits

  • Injection recall 0.837 vs 0.85 target (held-out). Missed, and we say so; misses concentrate in the deepset source.
  • Classifier latency is borderline: p95 ~65–90 ms on short text vs 80 ms. Gated: long tool results skip it in balanced.
  • Taint is mostly label-driven. A session becomes Untrusted / Holds private data from tool labels in the policy; the one content trigger is an injection flag on a tool result (it marks the session untrusted). Private data found in text does not set Holds private data by itself (it is masked or blocked in place).
  • Model door = OpenAI Chat Completions, no streaming. Claude Code and Codex model traffic is not proxied; their tools are, through hooks.
  • Edge and hub are one binary today (the demo runs both on one machine); the --role edge|hub split is planned.
  • Codex, Cursor, Gemini CLI and Hermes hooks are written against their documented formats, not verified against installed binaries (Claude Code is verified live).
  • Bash labels are pattern heuristics: obfuscated shell can evade a label. Taint from other tools and the content checks still apply.
  • In-memory state (pending approvals, token budgets, taint) resets on restart; a restart fails waiting approvals closed.
  • Single-process JSON stores (peers, accounts, policy history): fine for a team; a database for scale.
