Ascent Science CIM plugin

This package exposes the platform-hosted Boson Quantum coherent Ising machine through ascent.quantum.CIMOptimizer. The client package does not install the Kaiwu SDK or contain Boson Quantum credentials; those remain on the platform worker.

The solver accepts QUBO matrices containing 2 to 32 variables. Calls are submitted as durable platform jobs and polled until completion. Set an idempotency_key on solve_qubo when retrying the same logical request.
