The executive-function layer of the agent control plane: a runtime-agnostic policy kernel that rations model cognition and human attention across agent work — deciding how much effort each item deserves, when iteration has converged, and when a human's judgment is required.
Status: placeholder release. This package reserves the project name while the implementation is under active development. See https://github.com/buddhikernel/buddhikernel.
