Release instructions

On a clean, up-to-date, version of
master, run:make release version=VERSIONwhere
VERSIONis one of{major, minor, patch, X.X.X}. -
Commit with a message like
Update version. -
Push to
master(😱). -
Make a release through the Github UI.
