Shared steady-state bootstrap and consumer-rails APIs for eai-supinit and eai-supmig.
Includes:
- Layout / AI-rules / Cursor helpers
- Language-agnostic consumer rails (
scaffold_consumer_dev_rails) - Workspace extensions registry (
cmake, …) and sharedextension/extCLI wiring
