Stupid Repo to help me understand Github Actions

This is a garbage repo. It's sole reason to exist is to let me explore and understand github actions. (Yes, I could probably have cut and paste some stuff, or had some LLM do the garbage for me, but I actually want to understand and document what the heck is going on.)

To that end, there's a simple Python script and config to print "Meow" and verify that it works. The usual crap one will want to do should one have a python repo.
