Kali Runtime
Deterministic Governance & Safety Substrate for Multi-Agent Systems
kali is a lightweight governance runtime and shadow-mode sidecar designed for multi-agent systems and municipal AI workloads. It evaluates agent actions against policy rules (such as MFIPPA privacy invariants and EDSTA write controls) and logs an immutable audit chain without disrupting production execution.
🚀 What's New in v1.1.0-alpha
- Enhanced Shadow Daemon: 24-hour persistent HTTP telemetry logging with safe file-locking and crash recovery.
- Explicit Telemetry Flags: Audit records explicitly stamp
substrate_enforced: falseto maintain absolute transparency during pre-release evaluation. - Modular Project Scaffolding:
kali new <project-name>instantly scaffolds a working operator sandbox returning cleanALLOW | DENY | NEEDS_APPROVALverdicts.
Quick Start
Initialize a governed project:
kali new my-operator
Run an operator workflow under shadow observation mode:
kali run main.py --mode shadow
Architectural Roadmap
Current (Alpha): Python proposal layer and shadow-mode telemetry collection.
Upcoming: Rust kernel substrate (BaseLayerOS) via PyO3 for true fail-closed deterministic enforcement.
