Good-neighbor passport: agent traffic governor — by TextForAgents LLC.

Budget-bearing RFC 9421-style Ed25519 passport (signed per-host budget capped at published ceilings), egress governor (local budget refusal, ETag etiquette, 402 billing-unit normalizer), independent host honoring it with graduated allow/throttle/charge/block, and a hash-chained compliance log (append-only, single-hash-linked, operator-signed checkpoints) whose segments restore an honest fleet in a dispute by admitted-count symmetry and fail fabricated/tampered logs.
