Reserved alpha metapackage for GraphBlocks

graphblocks
Don't reinvent wheel.
This is an alpha placeholder for the provider-neutral GraphBlocks metapackage.
It reserves the graphblocks distribution name while the foundation packages
and conformance profiles mature.
This placeholder intentionally has no runtime dependencies and owns no Python
import package. Future releases will depend on the stable foundation packages;
graphblocks-core is expected to provide the graphblocks import namespace.
