ianua-atb (name reservation)
This is a placeholder release reserving the ianua-atb name for the
IANUA Agent Trust Broker (ATB): identity issuance and Zero-Trust policy
enforcement for agent fleets — per-action allow / deny / escalate decisions
recorded in a hash-chained audit log, fail-closed by construction.
Do not depend on this release. It is a .dev0 placeholder and intentionally
not installable by default (pip skips dev releases unless --pre is given).
