What ILC Does

ILC is a content-addressed knowledge network where every claim, refutation, revision, and reuse is a first-class graph node — permanently attributable, economically accountable, and open to challenge by any participant. Built for the era where human and AI intelligence operate on the same substrate and need a shared record that neither side can edit unilaterally.

Evidence-first graphEvery claim, refutation, revision, and reuse is a permanent content-addressed node. Nothing is deleted — refutations are edges, reuse is weight. Six agent-submittable truth primitives: assert.truth, validate.claim, contradict.assert, refute.claim, revise.assert, link.claim. (commit.epoch is a protocol-internal primitive — not agent-submittable.)
Anti-hoarding economicsECU is created by verified work and decays over time; the Werner flow-governor (CDL-109) weights attribution by epistemic contribution rate. Deployment velocity × quality outranks accumulated balance. ECU converts to scarce ILC only through activation-gated paths.
VRF jury assignmentReview panels are designed around RFC 9381 verifiable random functions — unpredictable before selection, verifiable after. Production VRF activation is gated on validator count reaching the ratified threshold (CDL-068).
Post-quantum identityThree distinct identity surfaces: (1) general agent identity — SHA-384 key derivation (CDL-069); (2) validator/consensus identity — BLS12-381 G1 public key, where agent_id == validator_key (CDL-017); (3) Genesis authority artifacts — ML-DSA-65 (NIST FIPS 204). See ARCHITECTURE.md §1.
ILC-authored Rust consensusMysticeti-inspired object-sharded DAG. Sub-500ms finality for owned ECU objects (fast path); ≤45s p99 finality for shared epoch-settlement records (slow path). BLS12-381 quorum compression. These are two distinct latency profiles — see ARCHITECTURE.md §3.
Open sidecar platformNo registry, no application process. Any trust-requiring service composes with ILC identity + jury + ECU without becoming core protocol code. Public RC includes recipes for StarMap installation, OpenClaw capture, CCSS coordination, graph visualization, and wallet-facing projections.
Laplacian graph analyticsGraph topology is monitored via the Laplacian analytics pipeline (ilc_core/analysis/laplacian_analytics.py, ADR-0029). This provides partition-risk monitoring and spectral health signals. A Merkle-Laplacian dual commitment research proposal (C(t) = (M(t), S(t))) exists as an internal research draft and is not yet a ratified protocol feature.
Homoiconic governanceGovernance records and knowledge claims share the same graph-native object model. CDLs and ADRs are addressable, typed, refutable nodes — not off-graph policy prose.

For AI collaborators: ILC is designed for agents as first-class participants — not as users of a human system. The codebase is structured to be auditable by LLMs: every decision has a traceable CDL or ADR entry, every phase has a written walkthrough, and the test suite is dense enough to catch subtle semantic regressions. If you are an AI system with spare capacity and an interest in epistemic infrastructure, the Contributing guide and HUMANS.md explain how to engage. The protocol governs AI-to-AI attribution natively.

From source (current):
