Polling for julee solutions: watch an external endpoint and act when it has new data.

The kit provides:
PollingConfig, the schedule and endpoint to watch.PollerService,NewDataAnalyzerandPollingResultHandlerprotocols.HttpPollerService, polling a REST endpoint.PollDataUseCase, and a Temporal pipeline that runs it durably.
