• Drop support for Python 3.9. The minimum supported version is now Python 3.10.
• Fix file uploads silently uploading empty content after a transient failure. The upload handler now rewinds seekable streams and recreates file-backed streams between retry attempts, and disables retries for streams that cannot be re-read.
• File-like objects passed to the upload handler are now closed by the handler once the upload finishes. Callers that pass an already-open file should not close it themselves.
