Minimal agent-runtime package providing governed Memory and Tool clients without the Kyber developer CLI, templates, deployment code, Click, or Rich.

The package is designed to be pinned and preinstalled in trusted Kyber worker images. Agent requirements should use the same compatible SDK release.
