Install, configure and uninstall tools and plugins with reversible steps recorded in a receipt.

Status: core model and declarative wizard trees implemented. The command currently offers --help and --version; actions, renderers and exporters follow the plan in docs/superpowers/plans/2026-10-24-maire-evocator-partition.md.
