Simple configuration tool

A simple utility to guess the next GitLab CI tag value that can be used along with pyconf.
This utility gets the nearest tag and, if found to be sensible, prints what it believes would be the next logical version.
If the environment variable CI_COMMIT_TAG is defined (which is normal for tagged builds) this utility simply returns (prints) the defined value - i.e. on tagged builds this utility prints the tag.
If a tag cannot be found the utility will return the value defined in the pyconf.yml file or, if it cannot be found, 0.0.0.
Installation
Guesstag is published on PyPI and can be installed from there:
pip install matildapeak-guesstag
