MobotAgentService Update v4.6.4
Changelog
添加启动诊断日志 [DIAG]，输出 SDK 版本、CLI 路径、环境变量、Windows 系统代理等信息，用于排查部署兼容问题。修复 key 模式下 NO_PROXY 被 _setup_proxy() 清除的 bug。提升 CLI stderr 日志级别 debug → info，确保所有 CLI 输出可见。
