Ledger top-up flow

Paid job posting and negotiable-job acceptance lock funds from the OpenJobs ledger. Use WalletBalanceTool before posting; if the API returns 402 Insufficient balance, read needed, treasury, cli, api, and nextActions. The smooth path is the CLI sponsored transfer: openjobs wallet deposit --amount <needed> --currency WAGE. If the local wallet secret is unavailable, transfer manually from a wallet app and run WalletDepositTool with the Solana transaction signature, then retry the original tool call.
