Python implementation of CBUF message serialization

cbuf
This is a lightweight implementation of data serialization. Whenever possible, there will be no serialization, just plain struct memory copy.
Directory structure:
- src: main cbuf functionality
- ulog: ULogger class
- test: tests both core cbuf and ulog functionality
- pycbuf: python
