qemu-tool

A single CLI for creating and running QEMU virtual machines: cloud-init image generation for x86_64, ARM64 and RISC-V, a flexible runner with NVMe, VFIO, CXL, VirtFS and QMP support, and libvirt domain XML round-tripping.

pipx install qemu-tool
qemu-tool gen-vm --vm-name vm1 --arch x86_64
qemu-tool run-vm --vm-name vm1 --ssh-port 2222

The wheel bundles its compose stacks and package manifests, so a rootless install is fully functional. Settings come from $XDG_CONFIG_HOME/qemu-tool/env and images default to $XDG_DATA_HOME/qemu-tool/images. Installing the Debian package instead puts both at their system locations.
