Validate Qcumber Data

This should install a script that will work somethin like
`bash $ qcumber-validator schema/validate-config.yml `
It’s made with [qcumber-data](https://github.com/Queens-Hacks/qcumber-data) in mind.
Install
Install requires pyyaml and pyrx.
