Tensorprox CLI wrapper

tpcli (Python wrapper)
This is a thin Python wrapper that installs and runs the Tensorprox CLI binary.
- Supported OS: Linux
- Use APT for the primary installation method whenever possible.
The wrapper fetches the latest tpcli .deb from the public Cloudsmith repository,
extracts the binary, caches it, and runs it.
