Python wrapper for the native url-sanitize CLI.

The package shells out to the same Rust binary used by crates.io, Homebrew/Scoop, and GitHub Release downloads. Set URL_SANITIZE_BIN=/path/to/url-sanitize or put url-sanitize on PATH.
