@vigihq/canary and vigihq-canary

A harmless test package of Vigilance. Version 2 gains a power that never runs.

vigi-seat drill and the setup call install it (02-SEAT-CLIENT s21). Versions 1.0.0 and 1.0.1 are clean. Version 2.0.0 adds a function that could make a web request. Nothing calls it, so it never runs. The Vigilance library holds 2.0.0 as held with the safe version 1.0.1, so an install through Vigilance gets 1.0.1.

./publish.sh npm and ./publish.sh pypi build and publish each version in order. Run them once. A published version cannot be published again.
