Enforced pre-sign authorization
SpendGovernor decides whether an agent is allowed to act. The pre-sign gate
decides what exactly gets signed, and it is the only path to a signature.

What this guarantees:
- A transaction is signed only after policy evaluation returns
allowed. - A denial raises
EnforcementDeniedand produces no signature at all. - A wallet with no bound gate refuses to sign write-capable calls.
- A policy that requires confirmation fails closed when no confirmation handler is configured — unattended execution cannot silently proceed.
- Every evaluation, authorized or denied, is recorded in an append-only audit log with the exact call fingerprint that was authorized.
tools/check_signing_surface.py runs in CI and fails the build if any module
introduces a new direct sign_transaction call, so this boundary cannot
silently erode.

⚠️ Breaking change (v1.14.0+):
WEB3_API_KEYis now mandatory — the server raises an error at startup and refuses to run if it's unset. The default bind host also changed from0.0.0.0to127.0.0.1. To expose the API on your network, setAPI_HOST=0.0.0.0explicitly (a startup warning will remind you that this exposes wallet-signing endpoints). CORS origins must be set explicitly viaCORS_ALLOWED_ORIGINS(comma-separated) — no origins are allowed by default.
