Pyplines Python Library
The Pyplines Python library provides the Action author SDK, invocation shim, and Action Package tooling used by Pyplines runtime and development images.

Action projects use pyplines.pkg.action.build_backend and declare exactly
one handler under [tool.pyplines.action]. The Action development container
calls python -m pyplines.pkg.action to check projects and build hermetic
Action Package archives.
The public author API is:
